Project Overview
The Osnabrück University of Applied Sciences and Universitas Kristen Duta Wacana have jointly developed the project ?Nurturing a Culture of Excellence in University Management through Leadership Development and Partnerships“. This training and professional development project in university management is part of the “Dialogue on Innovative Higher Education Strategies“ (DIES) programme, which is initiated by the German Academic Exchange Service (DAAD) and funded by the German Federal Ministry for Economic Development and Cooperation (BMZ) for a period from 1st January 2020 – 31st December 2023.
The key objective of the project is to support participating universities (Universitas Kristen Duta Wacana in Yogyakarta, Universitas Kristen Wira Wacana in Sumba, Universitas Halmahera in Maluku, and Universitas Ottow Geissler in Papua) to improve their educational and management quality standard in the university landscape in Indonesia.
The first outcome of the project should be a transformation of leadership and institutional management in order to upgrade the quality of education and the creation and fostering respectively of a culture of quality at four Indonesian universities. The following aspects are going to be addressed:
- Enhancing university leadership by introducing management techniques, supporting leaders in acquiring and applying managerial skills and helping them in networking.
- Enhancing pedagogic teaching and learning skills by showing ways how the university leadership can support faculty to improve.
- Improving the research infrastructure and raising the research output by introducing management know how aimed at research.
- Improving the quality of the administrative structures and processes with a better utilization of IT.
- Opening up the institutions for international cooperation.
The second outcome on the side of the UAS OS is the improvement of the understanding and ability to contribute to the development of higher education sectors in emerging economies by actively involving experienced experts, academic and management staffs in the project.
Furthermore, Indonesian and international experts are also involved in this four-year project between UAS OS and Indonesia, which will contribute to the success of the project. This collaboration enables the partners to strengthen the existing networks.
The project basically consists of a sequence of workshops, starting in 2020 and ending in 2023. The initiative will be based on a trust-based approach of exchange with the aim of nurturing a culture of quality and excellence. There will be a core group of representatives from all universities participating in the project, which will meet over the length of the project to discuss possibilities for change and next steps. There will be the rectors (or vice-rectors), deans and management staffs from the participating Indonesian universities.
The design implies inputs both from national and international experts, which then will be used by the mentored group to work on specific projects based on the well-established change management tool called “Project Action Plan” (PAP).
The sequence of activities is planned, consisting basically of an approach where a meeting with representatives from all participating universities is followed by a field visit.
The project committee consists of the team of the Asian-German experts, who coordinate and supervise the overall progress of the project.
